Cop is doing his job, but also being a jerk. Unless he pulls you over for a warning and then you give him attitude and he gives you a ticket. Then he's fully justified.

:edit: the city of Denver openly admitted last year (or the year before?) that they were increasing speeding enforcement due to city revenue issues. Warned people via the news and everything.
