In your situation I would take it to the shop and ask them to check. It would suck to have a chain break or a brake cable snap At least the shop can tell you what needs or dont need replacing. Having a bike sit outside is not good for the chain / cable.

If not, replace all the cables and the chain. If the derailleur looks good, just put some lube on there.

This bolt? That is for the bottom bracket.
