Your $10K buyer is out of his mind. Tell him as much. But OTOH, I wouldn't use your neighborhood car dealer as a benchmark.
Odds are, they're still pricing cars like it was last summer, when Japanese production was devastated.
They may also be trying to con buyers into thinking the MS3 is more rare than it is.

Since I figure Carmax would offer around 13K, so I'd open with $13.5K.
But honestly, I don't think $3K is going to get you very much in today's market.
A clapped-out first-gen CRV would fit your wish list, but it's going to need a timing belt, brakes, clutch and maybe even half-shafts at that price point.
