DO NOT use any tools on the shaft of the rod(h: ). To hold it in place so that you can tighten it, you need to insert an appropriately sized allen/hex key into the top of the rod, and then tighten the nut with a box-end wrench. Is that a stock damper? Looks like you broke something off in the top of the rod
