Every cop I've ever seen keeps his taser on the his weak side of his belt. I find it hard to believe this officer would grab the wrong thing inadvertently and, if he did, that is a result of piss-poor training.
Like I said, he's a Bart cop...probably a guy who couldn't get into a real police academy/force. And he was not that experienced. Anything can happen in the heat of the moment like that.
