you can remove the old, put flashing underneath the top piece that is above the board and have the flashing come over the front of the top of the board, put new up, apply some exterior caulk and you should be fine.

I bet the caulk is bad around that board and water is running right in behind it, or sitting on top of it and rotting what is above.

However, I would replace everything with a more sustainable product.
