bad fuel % means high amounts of raw fuel diluted into the oil. This causes a rapid breakdown of the oil while lowering the oil's viscosity. Raw fuel can come from a number of places, so just be happy it was as low as it was.
Also I read in the notes above that you are having consumption issues? What is your rate of consumption?
