He could've still had an insurance card that was either expired or that he had cancelled his coverage, there's really no way for the cop to tell without calling the insujrance co. But this is why I always go through the insurance, you just can't trust people to follow through on their promises and its better to screw over the at fault person than to get screwed over ifyou did nothing wrong.
