Free download from the Xbox Live store. It's a mini app that gets installed onto your dashboard and keeps track of your Halo career (3, ODST, Wars, & Reach Beta).
If you look at my e3NiNe2 account, the avatar is decked out in full ODST gear because of Waypoint.
