If pa will issue non resident permits then you can get one. Other states do honor FLs permit. Check the site linked above.

Also, I don't know why you think you can't transport guns across state lines. Just be wary of the laws of the state in which you are traveling though or into so you know how and where the gun can be kept in your vehicle.
