The 96-00 Civics came with the 4 spoke wheel you have. The CTR has a 3 spoke wheel in Japan, I can't tell you off the top of my head if it has an airbag.

The 00-03 S2000s have a 3 spoke steering wheel. This happens to have the exact same spindle lines, the airbag even uses the exact same connector, and it is a bolt in! I've done it on my EK.

Getting the cruise control to work requires a little work, but its not huge. The S2000's wheel has the cruise control box, but the plugs are not the same. It has a short cable, maybe 6", for the plug. It is removable, unlike how the EK plug goes into the harness and is not easily removable. I took the S2000 wire and made it into a sort of jumper cable. Clipped off the head for that cruise control plug...and removed the Civic one by heating the plug head which is soldered to the little circuit board. Sounds complicated, but the actual work took me less than an hour, including figuring it out. If you're interested, I did somewhat of a write up elsewhere.
