There is a minimum level at which tax payers get all their money back that they paid in taxes (for those who have taxes paid out every check, aka filling out a W-4). For someone that uses a 1099 (contractor type work), I'm sure the same rule applies.

I'm a little wary of the "as far as they know" part. Sounds like something shady is going on. For being such a fastidious conservative, I would expect more from BetterBob.
