If you have a TIG welder you could probably fab up some kinda makeshift manifold out of a B-series flange and a old CRX HF manifold. Then grab the turbo parts off of like an old Saab at a junkyard. But yeah for $1000 grand you can't really do much or get something resembling reliable parts.
