I haven't tried the PIAA, but Syvania's have always been good for me. I'm using right now an eBay HID kit and they're fine. Cutoff is pretty good, and there's very little glare, and I have 10K. I will be going to 6K soon.

As long as your lights are angled low, they'll be pretty good and not blind oncoming drivers.
