Depends on the watch and the mechanics of it. Might be a lost cause unless the watch is of serious value (either monetary or sentimental). Best this is to call the manufacturer and look for local authorized repair specialists (assuming it's an expensive enough watch). You also have the option of sending it in and paying for an inspection and then paying for repair and shipping both ways.
As a baseline, to replace the crystal on my bulova as 75 bucks and they water pressure test the watch per manufacturer's specs. I went to a local jeweler with a certified watch technician. They are an authorized Rolex retailer and sell tons of high end watches (bulova is like a casio compared to everything there) but they treated me like king so no complaints.
