most hondas are set for the v-tec to kick in at around 5500 (i'm not real sure on that number) or a pretty high rpm. a v-tec controller can lower the threshold of the v-tec, making it possible for the v-tec to kick in at a rpm set by the driver. that's what little i know about v-tec controllers. hope it helps.
