It wasnt like he just drove up to me and flashed his lights. He kept zig zagging behind me cutting to the right lanes and then left lane as if he was going to sideswipe me. Maybe he was trying to get me to speed up or something to give him a reason to stop me.

fine you really wanna go into how much of a "dick" he was ... here
last weekend, im DD for my friends. 2am i go get the car and pull up in front of bar. girls are coming down the stairs but its really icy and they are in high heels. i throw on my flashers cuz im kinda in the traffic lane. car pulls up behind, its a cop. he throws on his spotlight so i assume he's coming up to check me out. as girls are getting in car he finally approaches, hits my window with his light. i roll down and immedialtly he demands my license and says hes giving me a ticket.
i say fine, im just picking friends up if im in error here then write me a ticket. again he threatens me with a ticket and cusses me out. i again explain im merely picking people up, it was icy and the girls had a hard time coming down. at this point a multitude of taxis are doing the same thing i am. he again threatens me with a ticket ... by now everyone is in the car. he looks at me one last time. throws my license in the car, not handing it to me, it falls on floor and says "get the fuck out of here" and walks away ...
now THAT is something that you file a complaint for ... not a cop pulling you over regardless how he got to you and then letting you on your way with nothing but a "have a nice night"
get over the fact that apperently you drive in a way that cops notice you and quit bitching
