Could you clarify that? I think it's obvious I have only a small amount of knowledge on the subject.
Obviously if, and I know it happens, an illegal (or legal citizen, I used to know someone who got payed this way) alien(s) is getting the money under the table, they aren't paying income taxes.

Actually, now that I think about it (and I've got sleep on my side right now), I think that government official I was referring to, may have only stated that they (illegals or undocumented people) received less financial aid, etc. compared to the average legit citizen in this state(maybe it wasn't compared with how much they put into the system). If that's the case, what they were stating is obvious, I don't know why they would have even felt the need to point that out... perhaps that led to my confusion.
