hey bro rebuild the engine first, do around 10.0-10.5 compression that way if u ever want to vtec it u don't have to mess with the bottom end and it'll be pretty simple.

if you are pretty knowledgable then you can probably piece togethere a good solid turbo kit for under 1500 . but u gotta know where to find good parts etc.
