i'm gonna have to agree with rick on this case
not to mentioned I've work at a contract manufacturing company for 3 years as the assembly engineer among other things, and know that it's common practice for designers of power supplies to add glue to critical through-hole components but yeah that capacitor is ooozing white stuff
