I have a 9" mini tube under each side of the dash and a 5" ultra mini under each seat(the key to neon is hiding the tubes, to me it's tacky if you can see them) I grounded them as close as I could then ran the + wire from each to a central relay, and I take the relay input and one side of the coil to a fuse then to + and the other side of the coil to the door pin switch, so when you open the doors my floor glows blue. when you close them, 30 seconds later they turn off. Personally I see no reason to have them on while driving, but if you really wanted to you could connect a switch with a diode to the relay and ground the other side of the switch.
doesn't look "ricey" if you ask me, especially when you get a whole theme going.
Also you can just go get some T-Taps and cut the connector off of one side and then tap into the plug for the other, the lighter should be able to support two of them, because plugging them into the lighter is the same as adding them parallel to the battery, so it doesn't matter it it's 1 or 20, other than the load consideration.
