1) Please tell me you aren't trying to run your B18C1 motor off your LS ECU..

2) The codes for IAT sensor (10) and ECU diagnostic faliure (00) are completely different.
How did your shop conclude that you need a new ECU?

3) The fast idle problem can be caused if you're trying to re-use the LS throttle cable. It is too short; you'll need the GSR cable instead. If you've already swapped cables, then it's probably a vacuum leak or a clogged IAC valve.
