It depends if you are setting it, (with EACV disconnected) where it would be lower, or if you are checking it once it's been set.
For that car, full warm idle is supposed to be 650rpm in the U.S. and I believe 750 in Canada (don't ask me why). That's for the 5MT. Auto is 700rpm in U.S. and I believe 750 in Canada. That's what it should have been from the factory.
To set it with the idle screw correctly, you have to disconnect the EACV and then set it to a different, lower, rpm so that when the EACV is connected it will be correct.
If you need to set it, adjusting the idle screw, I could check my service manual for the correct setting (w/ EACV disconnected). Otherwise, best to leave the idle screw alone in most cases.
