Default Camshaft not turning

98 Integra stalled - engine cranks but won't start.
I took the valve cover off to check the timing belt- looked "ok"; the camshaft looks like it is trying to move but it is not turning while cranking the engine. I am thinking that maybe the timing belt broke below by the crank pulley??? ...maybe with the belt engage in the teeth on the the two camshaft pulleys and part of the crank pulley - it is possible that it broke? If the belt is not broken, what would cause the camshaft not to turn? Also, are these engine non-interference? (piston won't smack into the valves)
