My new (rebuilt) alternator only puts 14.2-14.3 to the batter with it at idle. Old one (which still kept the battery charged with no problem) only kept it at ~13.5 at idle. Different gen though.
I'd try hitting the starter like others suggested, an old torque wrench works nicely if you have one around.
It only puts out that, because it's at idle. With a stock alt pulley, that's what it will sit at. Because I have an aftermarket alt, that produces 220 amps, it will sit at 14.6 at idle, and it also has a bigger pulley for max volts at idle.
