To rule out your horn, take a wire and hook the horn directly to positive. Then you know the horn works.
Check the relay in the underhood fuse/relay box. For location of relay number 10 horn see attached. When the car on you should at least hear it click. If it clicks but no horn it might be bad.
Since the horn switch goes through the sterring column, I would bet the problem is the cable reel. Id different sterring wheel positions you should see different resualts.
Take a volt meter, measure 12v on the horn while somebody press the horn switch. WEAR EAR PLUGS. If you dont get around 12 volts there the problem is elsewhere.
From the schematics you will see that there are other circuits connected to the cble reel. Ignore those. and assume they work fine until you work your way up to the cable reel.
A cable reel can be purchased by it self. There is a procedure for replacing it because of the air bags SRS system.
If you need have questions please ask after you document EXACTLY how you approched the problem and what you did.

I think It's definitely the "srs cable reel" as I have tested most relays and circuits. I just learned to live with the problem. For me, most of the time it's working; but there has been times when I really needed it and it didn't worked. Lucky for me I have escaped all bad drivers out there!!!
I have the Service Manual but I could not find anywhere how to replace this part (srs cable reel). Are you sure that a cable reel can be purchased by it self, and there is a procedure for replacing it? (This is for a 2000 Accord 4cyl)
For example, I recently had an oil leak on the "Distributor" inner o-ring (the one inside the distributor rod). A friend of mine who is Honda/Acura mechanic told me that on most previous Honda models this was an easy part to replace. But in my case there was no way to get into the inner o-ring. I had to buy almost the complete "Distributor" (obviously without cap, ignition, and other electric parts).
Maybe this "steering column" / "cable reel" issue is the same as above. Maybe Honda made it to difficult to replace the "cable reel" that you need to buy the complete "steering column".
Just in case, I couldn't find the "srs cable reel" as a stand alone part in MH.
