It wouldn't matter- the effect would still be profound. Energy sources for electricity are much more efficient than a typical gasoline engine. Not only that but it's much easier to control than gas use among the casual person.
The government can't mandate that you buy a more efficient car- but if we start introducing them now they can mandate that the energy providers make more efficient and cleaner production techniques in the future- thereby shifting the burden of environmental and resource protection back into the hands of political and corporate America.
This car is a joke BTW- they could have made their own hybrid if they strapped a gasoline generator in there... This just seems like a high school science project blown way out of proportion
