Default OBD-II Help

Hey guys,

I'm pretty new to Honda's, as I just picked up my 99 Honda Civic DX last night for a daily driver instead of my gas guzzling truck. After getting home with it last night (less than 4 hours after purchasing) the check engine light goes on. It started making some weird noises in the engine bay as well. So today I go pick up an OBD-II scanner to scan for the codes. Well, the scanner (which works because I tested it another vehicle) will not even light up when plugged into the OBD-II port under the dash. I have checked the pins and everything is straight, but my only assumption is the OBD-II port is not working in the car. How can I go about figuring this whole thing out? Is there a fuse specifically for the OBD-II port that I could check. ANY help on this would be greatly appreciated.
