If it cranks fast, it's probably not your starter..

If it cranks slow, it's probably your starting circuit..

Check for power at the B Terminal on the Starter Solenoid. You should have 10 or volts while cranking. Next check for power at the M Terminal.. You should have 10V plus or mins .2V while cranking. If you've got less than that, like 8.2V.. The problem is in the Starter Solenoid..

But the first thing I would do is check the battery and make sure that it is fully charged.. Since it's a theft recovery car, the battery might be dead..
