OK, with the jumper connected it stays on... that means there's no codes stored.

The CEL bulb is always supplied with battery voltage. The ECU closes the ground side of the circuit to light it up. So... Something ELSE is making a connection from the unpowered side of the lamp, to ground.

Check connections behind the cluster? Look for wires rubbed thru to metal? I don't have a wiring drawing for 1994 so I can't say what color wires go to that lamp. The powered side of the lamp probably doesn't have it's OWN wire, because lots of lamps are switched on the ground side.
