consider this:

say its 1970 - 1989

theres a huge disaster in the US ... and russia offers aid and manpower. you think any american govt in its right mind would let soviet russia into its country, even for "aid"

the burmese govt is one that has been labeled by the western world as a violent regime, one that the west would prefer to see destroyed and a democratic institution in its place ... the junta they know this and for obvious reasons are overly concerned about what these "aid" packages may include. the only reason they survive in power is through intimidation, fear and skepticism of the outside world.

i'm not saying its right in the least place, but you have to think a little about it... as a govt leader would you really want whats technically an enemy state sending workers and goods in?
