why shouldnt they legalize it? it is a persons choice to add a cross, just like adding a manatee or a miami dolphins logo. who gives a shit, its a representation of self. this has nothing to do with church/state, it is about self expression.
now, if they decided to redesign the standard issue license plate to include a cross, you would have an argument to make.
