If it is similar to my 2001 civic ex, the ps fluid reservoir slides straight back off the pump body, I didn't have to undo any lines. with the reservoir out of the way and you can get to the back of the bulb easily.

Yet I can not move it much because the tubes it has attached won't let it move. I cannot get my hand between the headlight and power steering fluid cylinder to get the bulb out. Do I need to unhook the power steering fluid cylinder and remove it all the way to get the bulb out? Anyone know?
