As long as the motor is the same year or newer than the car and all the emissions equipment is present and working, I think you should fine. I'm not from CA, but that is my understanding of the rules.

I'm not sure on the f20c... I read that the f22b can be swapped using h-series aftermarket mounts (with some modification), but I don't know if the f20c shares the same layout/mounting points or anything. Why f20c? Do you have one laying around?
