I own a 99 civic ex and ever since I bought it, it has had issues starting. It only happens when it gets down to a quarter of a tank. I have brought it in to the honda dealer and another shop. They have told me that nothing is wrong with the car. I know it's not the battery, as I have just put in a new one. Any thoughts on what it might be??
