You can still be the victim if you have a CCW and are afraid to use it. Just because you know how to use a gun doesn't mean that you will be able to when the time comes. There's a big difference in pointing and shooting at a paper target and person even in a life threatening situation. There's a lot of bravado that evaporates when someone else is pointing a gun at you, I've seen people that were qualified to carry wet themselves when the threat of death came before them.
