that kinda makes sense actually, in some contries thats just how people drive. when I was in SA if there someone behind you that wanted to get past you were expected to drive on the shoulder or pull over. Seems crazy but when slow people pull over for you as soon as come up on them it suddenly makes a lot of sense.
