In a nutshell, a "mini me" build is a VTEC head swap for a D-series motor, which is a complex build that should not be attempted by a novice mechanic. The rest of the details are available by searching.
Also, a "piggyback" ECU is a secondary computer. It is often used with a number of aftermarket turbo kits to intercept the car's original ECU commands and either modify them or usurp them.
It is not a starting point for additional power and again, if you need to ask what it is, you're not ready to start tinkering with it.
