I don't think the visual test is hard to pass. My car passed the visual inspection with no problem. I have a JDM B18C in my car. It took me 3 tries to pass the emissions test. So I think taking the visual inspection away would not help people do engine swaps more. I really don't think the referee stations look too much into the visual inspection.
