For a '95, an actual tune up should include new plugs, distributor cap and rotor, and a valve adjustment. That's going by the book.
The valve adjustment labor might cost you a bit, otherwise it shouldn't be very expensive.
Normally a tune up would be done every 30k miles on that car. Again, that's by the book.
P.S. just FYI, the timing belt for that year should be replaced every 90k, so if you haven't had that done, and you're not sure when it was last replaced, I'd do that along with the tune-up (and you should replace the water pump at the same time as the belt).
