just installed a motor and when it runs it surges and when I apply throttle it runs up and down. The car is rich and stinks. I replaced the upper intake with the old motor just to see if the sensors were bad on the used one, no difference. timing marks r dead one and compression is 180 but I only have 15HG vacuum?????????????? do i need to set timing again, or relearn the pcm.
