no it will not....there will be no movement of the plane (just like a car on a dyno), so there will be no air moving over the wings & without the pressure differential caused by the wind moving over the wings, there will be no lift for takeoff

the only way a plane can take off from a stationary position is to redirect the jetwash downward to provide the lift needed....like a harrier
