You are not boring for power since they don't have enough "meat" on them to take any substantial amount of material off. You will have to sleeve if you plan on boring more than 81.5mm. Boring stock sleeves is only done to remove any deep scratches or out-of-round that honing cannot.

As far as your other questions, I can't understand what you are trying to say. You can't compare a turbo setup and a n/a setup...they are two completely different builds with two completely different powerbands.
