Should I confront the owner, or should I call animal control?
I just feel really bad for him.
First of all...
Get your nose out of other peoples business. I hate nosey ass neighbors
Anyways seriously the cat is fine and will be fine. I like how you say she leaves the cat outside all day and then worry because it is an indoor cat...wtf?
An animal has fur that grows thicker in the winter and they put on extra weight in order to insulate themselves more. The cat will be fine, my neighbor has 3 cats that stay outside all year round and they are healthy and fine in hot or cold weather.
Survival...it's what animals do.
