Serious issue, need advice please.
I have this old lady neighbor that leaves her cat outside all the time, sometimes all day. The temperatures are freezing now and the cat basically goes from car to car trying to stay warm. When the warmth runs out he huddles on the hood and shivers. I am afraid the cat will get frostbite so I let him into our house and gave him some tuna and water. he has been out there all day. This happens a lot, I am surprised the cat is still alive because I am pretty sure he is an indoor cat and not used to the freezing temps. Right now it's about 28 degrees out. Should I confront the owner, or should I call animal control?
I just feel really bad for him.
