w/ ur vtec off, u should still be able to rev higher then 4k, but it will be powerless, actually u can go up to 5.5k and if u stay there for a long time, u'll probably blow something up in ur motor.

i'm not sure exactly what the problem is, but u can probably clean out ur vtec solenoid and see if it helps.
take out the three bolts, take off the solenoid and spray some carb cleaner in there, u'll see a little piston stickin out (the solenoid goes above it), push it down several times to check the movement of it to see if its clogged. if it moves up and down fine, then its good. also grab a vtec solenoid gasket from ur honda dealer (its like 3 bucks) change out the gasket and put it back together. hopefully that should help.
If that doesnt make a difference, u gotta do the vtec solenoid diagnostic.
u'll need some one's help w/ this.
get in the driver's seat and turn ur car on, rev it up to check to see if it revs up normally or slows down after 3k rpm.
if it slows down, then tell ur helper to hop in the seat and rev it up to 2.5k rpm,
disconnet the vtec solenoid and hot wire it, run a direct connection from the battery to the solenoid, and tell ur helper to rev it up and see if it goes up normally (which it should) if it does then u've got an electircal problem some where. if it doesnt, then ur solenoid is bad.
do this and tell me what happens
