The windshield washer motor is the pump that you hear running to squirt the fluid on your windshield. I bought the one for the front/rear but that's not what you want, you want the wiper motor.

I dunno if this helped but a few years ago when my teg was broken in to and my column was messed up, afterward my wiper only worked on the high setting. Also, the same thing you mentioned happened, I couldn't get the wipers down, I had to time it at the bottom and manually shut it off. I took the handle apart and clean the contacts and moved the metal thing (you'll know what i'm talking about) inside over one set. Put it together and it worked perfectly, not sure how it shifted over but try it.
