That you can. The information layer is at the top of the plastic (closer to the information label, and toothpaste buffs out a VERY fine layer of the plastic that is protecting the data information. Therefor you buff out the scratches that are causing the laser to refract in another direction.

You have some scratches? use toothpaste or creamy peanut butter.
