I think the OS doesn't see the card. You may need to reload windows, during bootup, press F6 (i think), when it ask if you want to load Raid drivers, etc., and load the Card's driver through your floopy disk, then proceed to reinstall windows,only then windows will load correctly. Don't worry, reinstall windows will not format everything, unless you told it too. Your files and previous installed programs will still be there.
Or else, your comp will keep reboot and reboot.
