OH NO ... picking them up is good ... but to tweak the difficulty of the game, you activate the skull in a menu. You have to flip it on to see the results, not just hold it.
Your reward?
Some of these are point multipliers when turned on.
Certain # of skulls unlock armor.
when you hit gamer points, more armor unlocks (750, 900, 1000 I believe)
